A few weeks ago I used this product on a rusted shelf and it didn't work. The bottle was purchased more than a decade ago. I threw the bottle away and bought two bottles of different products. They didn't do anything on surface rust.I thought Loctite rust neutralizer did convert rust into a shiny black coat many years ago when I first used it.I went on Bolo to read users' reviews. One review is especially enlightening. That user said that the neutralizer will turn into a water like useless liquid after 2 years. No wonder my decade old left-over was not working. I immediately bought a bottle from Bolo.The bottle does not have an expiration date printed anywhere on it. "24/053" is printed on the cover top. I suspect it means May 3, 2024. Either production date or expiration day. Even it were the expiration date, it was less than two month ago. I tried it on surface rust and it works.On the bottle, the instruction says "Some rust must remain for the product to work". I confirm the instruction is important. It does nothing if applied after the rust is cleaned. Just wipe off dirt and keep rust on the surface. The product will turn rusted area into a black coat.

Amazing solution, saved me lots of aggravation
Amazing product! Inherited a patio umbrella base that fits integrated into the patio stonework and it was terribly rusted. It's a specific base for this patio so I had no interest in trying to figure out how to replace it. Used this stuff, 2 applications as directed (2nd coat 20 minutes after the 1st) and then a 3rd coat 24 hours later. What a difference!!! It's saved me years on this base as well as the aggravation of trying to source a replacement. Reading some of the other reviews, I'm confused as to why it wouldn't have worked for them - maybe directions weren't followed for the time intervals between coats. But it definitely worked for me, hands-on amazing.

bottle was opened, unsealed and only 3/4 full
The lid was loose and the inner seal was torn and was only 3/4 full. It looked like someone bought it, used it and returned it. I paid for a new bottle and got a returned / used, not full one. The loctite itself is an effective product. I would not buy from this seller again.
