About the Author
Thomas G. Raslear is an Independent Human Factors Consultant based in Maryland, USA. He has over 40 years of experience in experimental psychology and human factors research. For 23 years, he was based at the Federal Railroad Administration (FRA) until his retirement. At FRA, he was Chief of the Human Factors Research Division in the Office of Research and Development. He is an internationally known expert in fatigue in the railroad industry and has published extensively on the effects of work schedules on fatigue and accidents. Tom was a member and former chair of the U.S. Department of Transportation Human Factors Coordinating Committee and a member of the Transportation Research Board Standing Committee on Railroad Operational Safety (AR070). He is also an internationally known expert on grade crossing human factors and accident causation and has published extensively on the use of Signal Detection Theory in the analysis of motorist behavior at grade crossings.

The publisher’s blurb for this book says, “Human Factors in the U.S. Railroad Industry will appeal to researchers, academics, students, and professionals interested in human factors, railway engineering, civil engineering, and industrial engineering.”I think this undersells it.I had the privilege of working with Tom as a consultant on a few small FRA projects but was completely unaware of the scope and depth of their other work. Tom’s account of that work here is a compelling demonstration of deep analysis of safety issues that cross industries. In the process, though, it’s also a compelling story of how a scientist at a government agency works, the internal and external tensions the agency faces, the technical debates that occur to either make points or find the truth, and the interests it has to balance as it tries to improve safety in the face of pressures from all the industry stakeholders.Since human factors touch almost every aspect of most industries, my blurb would say, “Human Factors in the U.S. Railroad Industry should be read by anyone interested in safety and risk management, applied statistics, scientific inquiry, organizational dynamics, and government. It should also be read by anyone who doubts the dedication, expertise, and ultimate value of government functions and the people (the beleaguered ‘bureaucrats’) who carry them out.”

The author, Dr. Thomas Raslear, was responsible for a renaissance in railroad research at the FRA. The results of that research has had and will continue to have a significant impact on railway safety in the United States. His leadership exemplifies the best in government partnership with academia and research organizations to drive public policy to outcomes built in strong empirical foundations. This book summarizes the results of that partnership with enduring value to the public. It serves as a archive of that program of research.
